Terms and Conditions for Electronic Telegram Service

Call charges to 969
The call to 969 shall be charged out of the free minutes inside the network and when the free minutes end, 55 halalas shall be charged for one minute.
Types of Telegrams:
1- Express Telegrams: They have urgency status, where they are delivered within (6) hours and their tariffs are (SAR 1+ VAT) per word (the word is a maximum of ten letters or numbers and less, and any extras is considered two words).
(Express telegrams are limited to the Royal Court - Ministry of Interior - Emirates of Provinces)
- Express Telegram Time: It is sent at the first hour from 8.00 to 9.00 a.m. to be received during the official working time of the Kingdom from Sunday to Thursday.
2- Normal Telegrams: It shall be delivered within (24) hours and its tariff is (50 halalas + VAT) for each word (a word consists of a maximum of 10 letters or 10 numbers and less, and any extra word is considered two words).
3- Life Safety Telegrams: They are free and consist of the following types:
- Telegrams for transporting patients by medical evacuation plane.
- Waiver of retaliation by the right holders.
- Detention of persons in floods.
- Natural disasters.
• Life safety telegrams are only sent to (the King, the Crown Prince, the Minister of Interior and the Minister of Health)
• If the content of the telegram differs from the scope of the life safety telegrams, the customer will be charged for a normal telegram and the tariff shall be calculated accordingly.
4- International Telegrams: Their tariffs (value) by countries are listed in the table below + VAT - only congratulations and condolences are sent to the leaders of those countries and those in their status. The company has the right to reject the telegram that is contrary to the laws, systems and traditions of the Kingdom.

- International telegrams are passed directly to the contracting company for delivery outside the Kingdom.
- International telegrams are delivered within 72 hours.
• Language of the Telegram: Telegram must be in Arabic.
• There are no attachments to the telegram: (It only can be referred to in the text of the telegram)
• Text of the Telegram: It must be clear and straightforward
• Sending a number of Telegrams: In the event that other recipients are added to the telegram, whether as a main telegram or a copy thereof is sent to different parties, each copy shall be considered an independent telegram and shall be charged a full fare according to the number of its words.
(Sender): The sender of the telegram is fully responsible for the telegram and its content.
• The account holder who sends the telegram shall bear and acknowledge the legal responsibility for the validity of the information contained in the telegram.
• The customer (the telegram sender) shall bear the value of telegrams if they are repeated (when sending the telegram at different times).
• The information of the sender, recipient, national address, and mobile phone are part of the telegram and calculated in the invoice.
Recipient of the Telegram: The customer (the telegram sender) is responsible for the validity of the information and numbers sent to the recipient if his position is not known or not on the list of the main recipients.
- The customer (the telegram sender) shall not be entitled to request the recovery of the amount in any of the following cases:
1. The final recipient is not on the delivery site
2. The final recipient has no identification
3. An incomplete address - no answer - or false information.
4. The final recipient refused to receive the telegram or requested the return of the same (even if the recipient is a government agency)
5. The final recipient has requested delivery at another time
- The company shall not bear the responsibility of any delay in the telegram delivery process due to the non-response of the requested entity (the recipient), and the full charges shall be calculated.
• The Company has the right to view the contents of the telegram, review them and act as necessary. The Company has the right to reject the telegram in the event that the telegram does not belong to the account holder.
• The company has the right to modify the priority of the telegram (from express to ordinary) and its cost will be as a normal telegram if it is not delivered within the specified time of the express telegram.
• The Company has the right to amend the spelling errors of the text of the telegram.
• The Company has the right to delete abusive phrases in the text of the telegram and amend them so as not to affect the main content of the telegram.
• After informing the customer (the telegram sender) of the telegram value and the customer approves the transmission, <the telegram cannot be modified after calculating the charges automatically (this includes the tariff, the number of words and the value) >
• The group telegram cannot be accepted (the senders of the telegram are more than one person).
Telegram Method of Delivery:
• stc is responsible for receiving, printing, sorting, packaging and recording telegrams in lists according to the distribution sites and handing them over to the service provider (the contractor) ready for distribution.
• The service provider shall:
a) Receive telegrams from distribution centers on the dates specified by the directors of (distribution) centers in the morning and evening of normal telegrams, and at the request of the distributor for express telegrams (within 2 hours of the request at maximum)
b) Deliver telegrams to the recipient personally or the one authorized to receive the official telegrams, to the recipient personally or one of his family members, and writing the recipient's name and signature on the receipt and writing the date and time of the receipt (it is necessary to confirm the recipient's identity).
The contractor shall distribute all telegrams according to the specified dates, which are less than 6 hours for express telegrams and 24 hours for normal telegrams.
c) The contractor shall maintain the confidentiality of telegrams and not to open the envelopes containing the telegram at all.
1- Telegrams are delivered either manually or through electronic channels (fax, email, facility site) or according to the agreement with the recipient for the delivery method.
2- Official holidays of the Kingdom and natural disasters shall be taken into account in telegram delivery.
• The duration of keeping telegrams and destroying the originals of receiving the telegrams are as follows:
1 - The retention period of telegrams in general is only six months (except for telegrams sent to the Royal Court).
2 - Telegrams sent to the Royal Court shall have a duration of one calendar year for the telegram. There is no receipt certificate because it is directly printed with the Distribution Office in the Royal Court.
• The customer has the right to request a copy of the telegram sent by him according to his request via fax (which is a direct line) or email.
- All contents of telegrams sent from mystc shall be deleted after 60 days of sending them in the event of payment and two days in the event of non-payment in order to preserve the customer's privacy.
- Each of these conditions produces its effects independently. If any court or competent authority finds any of the terms of these conditions are invalid or unenforceable, the other items will remain valid and produce their effects.
